Many thanks for your letter of the 31st
December, regarding the proposal that periodical
conferences should be arranged between the principal
British authorities in China.
Mr. Henderson is wholly in favour of the
proposal, in principle, but the practical difficulties
are so formidable that it is hard to see what more can
be decided than has already been settled in the recent
official correspondence on the subject. At the same
time if Lord Passfield thinks that it would be useful
to consider the question at a conference between repre-
sentatives of the interested departments he is
perfectly ready to agree to one.
